Moriah is an experienced attorney, seasoned advisor, and investigator who assists institutions of higher education with complex civil rights, Title IX, and workplace matters.

External Misconduct Investigator

Moriah conducts and oversees investigations involving allegations of discrimination, harassment, retaliation, sexual misconduct, and disability-related concerns under state and federal law. Moriah has extensive experience managing high-volume caseloads, conducting witness interviews, assessing credibility, reviewing evidence, and preparing comprehensive investigative reports and written determinations of outcome. She has substantial experience conducting complex and high-risk investigations in times of institutional crises. Moriah stays on the cutting edge of investigation best-practice with experience integrating the use of AI in investigations and interviewing neurodiverse populations. Moriah has an unwavering commitment to fair and neutral investigations with a focus on equitable compassion for all investigation participants.

Interim Services

Moriah leverages her extensive in-house experience at large, prestigious institutions to fill interim roles. Moriah has served as interim Title IX and Title VI coordinator, bringing strong leadership, expert advising, and a focus on compliance to schools. Her background supervising teams responsible for discrimination and discriminatory harassment investigations and her experience managing hearings and appeals has made her an asset when filling interim roles. She has also redesigned institutional investigation protocols to improve efficiency while maintaining investigative integrity and compliance with institutional policy and state and federal law.

Through her interim work, she has strengthened institution’s policies and procedures, investigation practices, trainings, Clery compliance, informal resolution practices, and emergency removal practices. Moriah has also worked with schools with muti-state and international campuses, ensuring compliance with specific state and country law.

Title VI Specialist

Moriah has extensive experience managing institutional responses to geo-political issues. In her former role at a large, prestigious institution, Moriah led all post-2023 Title VI related investigations, specifically related to shared ancestry, national origin, and religion. Moriah has extensive experience investigating student groups, large scale protests, and untangling speech-related issues. Moriah has also served in a leadership role in managing institutional responses to post-2023 campus conflict, which ultimately resulted in the successful defense of high-profile litigation.

Consulting and Advising

Moriah is a trusted institutional advisor with a focus on strategic thought partnership and problem-solving that is tailored to the unique needs of the campus culture and environment. Moriah has advised institutional human resources leaders on high-risk employee relations issues, including discrimination, retaliation, discipline, termination, and organizational culture concerns. She has assisted higher education leadership with institution-wide responses to emerging Title VI and Title IX issues, advised on the implementation of the 2024 Title IX regulations, institutional civil rights-related policy revisions, and Section 504 process revisions.

Moriah has also developed and delivered training and prevention programming related to professional conduct, Title IX, and gender equity and inclusion, including large-scale employee trainings designed to strengthen workplace culture and compliance across higher education institutions.
