Moriah is an experienced attorney and investigator who assists institutions of higher education with complex civil rights, Title IX, and workplace matters. She conducts and oversees investigations involving allegations of discrimination, harassment, retaliation, sexual misconduct, and disability-related concerns under state and federal law. Moriah has extensive experience managing high-volume caseloads, conducting witness interviews, assessing credibility, reviewing evidence, and preparing comprehensive investigative reports and written determinations of outcome. She has substantial experience conducting complex and high-risk investigations in times of institutional crises. She has also redesigned institutional investigation protocols to improve efficiency while maintaining investigative integrity and compliance with institutional policy and state and federal law.
In addition to her investigative work, Moriah has advised human resources leaders on high-risk employee relations issues, including discrimination, retaliation, discipline, termination, and organizational culture concerns. She has assisted higher education leadership with institution-wide responses to emerging Title VI and Title IX issues, advised on implementation of the 2024 Title IX regulations and Section 504 process revisions, and supervised teams responsible for discrimination and discriminatory harassment investigations. Moriah has also developed and delivered training and prevention programming related to professional conduct, Title IX, and gender equity and inclusion, including large-scale employee trainings designed to strengthen workplace culture and compliance across higher education institutions.
