Carrie Evans Wilson brings broad experience as an investigator, adjudicator, litigator, and law clerk to her work with her clients. Her practice focuses on civil rights investigations and adjudications, including matters arising under Title VI, Title IX, student conduct codes, employee handbooks, and related institutional policies. She regularly conducts neutral investigations involving allegations of sexual misconduct, harassment, discrimination, employee misconduct, fraud, and other sensitive campus and workplace matters. Carrie also serves as a hearing officer, hearing panel chair, and appellate officer in Title IX and related matters.
Carrie is experienced in helping educational institutions – from K-12 school districts to large research institutions – navigate complex and high-stakes issues with fairness, clarity, and careful attention to process in order to ensure that outcomes are both procedurally sound and understandable to the parties. She has also assisted clients with policy assessments, handbook revisions, Title IX and FERPA trainings and civil rights compliance, and counseled schools on risks arising from student, alumni, and employee matters.
Before focusing her practice on education law and civil rights, Carrie built a strong foundation in litigation, writing and courtroom advocacy. She served as a federal judicial law clerk in the United States District Court for the Eastern District of Pennsylvania before practicing as a public defender in Philadelphia and central Pennsylvania, and developed considerable civil litigation experience during several years at a regional Pennsylvania law firm. It was while navigating highly sensitive pre-litigation matters there that Carrie developed a passion for investigative work and focused advising. Carrie is an empathetic listener, detail-oriented investigator, and organized thinker. She brings a practical understanding of the legal, procedural, and human considerations that arise in sensitive school and campus matters.
Carrie enjoys training and mentoring attorneys on skills including writing, interview handling, and investigation organization, and takes pride in helping others build their confidence. She believes in the importance of developing collaborative relationships with clients while maintaining independence as a fact-finder and adjudicator.
